Fair usage practice is necessary to ensure all of our customers can enjoy a fast and reliable Broadband service 24 hours a day. We do not impose an overall limit on Internet usage, so our customers may download as much or as little Internet content as they like, without having to worry about extra charges.
However, a small number of customers use file-sharing software or other applications, which constantly send and receive video, movies and other very large files. This type of activity uses a huge amount of the available bandwidth that is shared among all customers. Such file-sharing and extreme bandwidth consumption can significantly impact the speed at which our other customers can access the Internet (regardless of which Price Plan they are on) during network busy periods - typically between the hours of 6pm and 12 midnight.
What does this mean for broadband customers?
File sharing and other 'bandwidth hungry' software slows down or can even block transmission of data for broadband customers.
Much file-sharing traffic is not time-critical, (e.g. downloading TV programs or movies for later viewing) and is also characterized by an "always on" behavior with no specific peak and off peak periods.
In order to ensure the best quality of service for all ADSL customers (which includes Mozaic TV+ Service), Qtel is obliged to apply fair and reasonable network management practices during the busy period only in order to ensure that the majority of our customers have a rewarding broadband experience for normal residential usage (for example, surfing, e-mail, online gaming etc). As a result, customers making repeated, very-large demands for file-sharing purposes during busy periods may experience slower downloads.
This allows us to give everyone a high quality service 24 hours a day, 7 days a week.
